VACANCY – THE AUSTRALIAN EMBASSY, BEIJING
DIBP LE 6 Quality Assurance Officer (Part Time)

The Embassy of Australia is seeking expressions of interest from suitably qualified persons to fill the position of Quality Assurance Officer at the Department of Immigration and Border Protection. The position requires excellent written and oral English language skills and will be offered at LE6 level. Annual salary of this position is approximately CNY155,424. The position is a part-time position (approximately 20 hours per week). The successful applicant must be available to obtain an Australian Security Clearance or currently hold an Australian Security Clearance and be available to commence in the role by Monday 19 January 2015. Expatriate LE6 – Quality Assurance Officer (Part Time), Department of Immigration and Border Protection (DIBP), Australian Embassy Beijing – Position Number 9008

Selection Criteria:

1. Has highly developed written and spoken English language skills and well developed relationship management and liaison skills, particularly in relation to sensitive issues or matters requiring discretion.

2. Demonstrated ability to work effectively, cooperatively and flexibly in a geographically dispersed team environment with very limited supervision, while demonstrating initiative, responding to priorities and meeting deadlines.

3. Demonstrated ability to undertake detailed interrogation of records using a computer system, including where cross-checking across a range of systems is required.

4. Has, or has an ability to quickly obtain, a sound understanding of Australian Migration legislation and policy as well as key principles of audit and quality assurance processes in the public sector and is able to apply both in relation to review of applications for entry to Australia.

5. Qualifications or experience in communications or a related field, and an ability to apply this to issues relating to Australian visa services in China.

6. Currently holds an Australian Security Clearance at the ‘baseline’ level or above.

Duty Statement:

 Under limited direction undertake quality assurance checking of visa processing and decision making at the three China posts (Beijing, Shanghai and Guangzhou) using a range of computerised DIBP systems and examination of hard-copy applications.
 Working within a broader DIBP China team, promote quality decision making in relation to applications for entry to Australia by providing evidence based recommendations for improved processing procedures to ensure compliance with legislation and better alignment with local fraud control plans and principles of efficient processing.
 Appropriately escalate issues of concern to DIBP management at the relevant post in line with agreed escalation procedures.
 As required, contribute to and update fraud and quality assurance plans for DIBP’s East Asia region.
 As required, assist with media monitoring and production of internal/external communications products in relation to Australia’s visa services in China.
 Participate in the work of other DIBP teams in the Embassy as requested, including support and/or project work for the Regional Director.
