The Australian Embassy Beijing is seeking expressions of interest from suitably qualified applicants (expatriate only) to fill the position of full-time Program Manager (Health).

The base salary for this position is Rmb 267,685, however, in exceptional circumstances, a higher salary level may be offered.

AusAID in China

AusAID’s Beijing Post is responsible for the delivery of the Australian aid program to China and Mongolia. The Post has a particular responsibility to ensure that knowledge and understanding of Chinese government policies and directions, local circumstances and local agencies underpin program policies and delivery. The Post is headed by a Counsellor with one Australia-based staff member and twelve locally engaged staff working in a team environment.



POSITION TITLE: Program Officer, Health
POSITION LEVEL: LE 7
POSITION TYPE: Full-time

This position is open to expatriates only.
The base salary for this position is Rmb 267,685, however, in exceptional circumstances, a higher salary of up to Rmb 304,629, may be offered.


POSITION PURPOSE:
The Program Officer will be responsible for undertaking the following duties, plus others as directed:

  1. To manage designated program activities, which will include health and other sectors, within the aid program;
  2. To contribute to policy and planning for the aid program;
  3. To participate as a team member in ad hoc projects identified in the Post’s annual plan;
  4. To communicate effectively and build relationships with key program partners; and
  5. Understand and implement relevant corporate policies, systems and processes.

POSITION DUTIES:
Program Management

To manage designated program activities by:

a) Managing the contractual arrangements between AusAID and the activity implementer including monitoring of and reporting on progress towards agreed outputs;
b) Fulfilling responsibilities as an Activity Manager under the Agency’s financial management system (AidWorks);
c) Liaising with relevant government and other stakeholders in relation to the management of the activities;
d) Identifying and reporting on linkages between activities under direct area of responsibility and other aid activities, both within AusAID and other donor programs;
e) Undertaking analysis of issues and policy matters relating to area of direct responsibility and preparing briefing notes where appropriate;
f) Undertaking relevant communication and promotion of the activities being managed;
g) Ensuring that program files (both electronic and hard copy) are up to date and in conformance with Agency standards; and
h) Coordinating logistics associated with program implementation (e.g. missions, visits, meetings etc).

Corporate and Strategic Policy and Planning

To contribute to corporate and strategic policy and planning for the aid program by:

a) Contributing to discussions on the country strategy and other relevant sectoral strategies;
b) Keeping abreast of current trends and the policy direction of Chinese and Australian governments in the areas of designated responsibility;
c) Contributing to the development of all relevant Program plans such as joint Desk Post Work plans;
d) Preparing and implementing a work-plan that is consistent with program priorities and demonstrates a proactive approach to managing work load demands;
e) Ensuring accurate and timely submission of all reporting requirements, such as quality assurance reports for input into AusAID’s annual performance plan; and
f) Seeking clear policy direction from Post management where required.

Team Participation

To participate as a team member in ad hoc projects identified in the Post’s annual plan. This involves:

a) Accepting responsibility for a specific role and building this into work priorities; and
b) Reporting to the team leader as agreed in the project work plan.

REPORTING ARRANGEMENTS:
This position reports directly to a Senior Policy Officer.

POSITION AUTHORITIES:
There are no financial delegations for this role. This position has no staff to supervise; however, the successful applicant may be required to mentor future staff coming into the organisation.

ELIGIBILITY REQUIREMENTS:

This position is open to expatriates only. The successful applicant must obtain a suitable visa prior to commencing work.

Applicants must have excellent written and oral communication skills in English and possess oral and written communication skills in Mandarin at a native speaker level.

Applicants must have tertiary qualifications in a discipline relevant to development and/or health policy. All applicants must have graduated from university at least five years ago.

Applicants must have a minimum of 3 years experience in health-related development work in China.

Applicants must be available to travel outside of Beijing from time to time, usually within China or to Canberra, Bangkok or Hanoi for training/networking purposes.
Applicants who do not meet all of the above eligibility requirements should not apply.

 

SELECTION CRITERIA

Important: The Selection Criteria are used to assess an applicant’s suitability for a position. Applicants must provide a statement of claims, not exceeding two pages, addressing the selection criteria below. In addressing the selection criteria, statements should detail the applicant’s suitability to perform the duties of the position, with reference to the AusAID Capability Framework.

  2. Demonstrated levels of initiative and the ability to plan ahead and manage work priorities without close supervision
  3. Good interpersonal and negotiation skills with the demonstrated ability to confidently represent AusAID in public fora and to develop and maintain a range of effective working relationships with other agencies and stakeholders in China
  4. Demonstrated ability to effectively manage health programs in China. A well-developed understanding of stakeholders’ needs, particularly the Chinese and the Australian Government context for health-related aid.
  5. Capacity to be adaptable in a changing environment and to provide support to others in this environment
